I don't think that's what he meant. I think he was talking about being 
able to tell the compiler to evaluate certain expressions at compile 
time, not requiring it to figure it out for itself as some kind of 
intelligent optimization. Like when you want to be able to configure a 
uart for different clock speeds by changing a single constant at the 
beginning and have your assembler or compiler calculate the necessary 
settings.
